Wouldn't the OS add a few hundred bucks to all the of prices especially if it's 64 bit?

64 bit is not any more expensive than 32 bit.

But yes, if you don't already have an OS, it would cost about 100-200 more, depending on the version.

Vista Premium is $95.

32-bit and 64-bit Vista both cost exactly the same.

I would recomend a Quadro video card instead of the 4850. It would help rendering times out quite a bit.

You could also drop one of the harddrives, I doubt you need RAID for that.
