First and foremost Smith has only played 5 seasons as a receiver.
Second
Westbrook is a RB and gets 400+ touches per season in a West Coast offense.
He has 4,221 career touches compared to Steve Smith's 468.
He has gotten the ball 3,753 more times than Steve Smith.
And sadly Westbrook only has 27 rushing TDs, while having most of his TDs receiving.
Which I've already pointed out over the past 2 years to be a weak and easy gimmick for him to get because all of his passes are short and screens which place him against a LBer. A LBer is too slow to cover him effectively.
Steve Smith gets triple coverage with the free safety rolling to his side of the field. Not nearly as easy to get open and catch balls as it is for Westbrook to.
Not to mention the offensive scheme that Westbrook plays in. The West coast short dump offs are in no way amazing or should shape a players value as good. As a matter of fact it just pads his stats, otherwise Brees could be considered the best QB in the league.

Steve Smith is a wide receiver, and not a huge red zone threat. How many of those do you know that have double digit touchdown seasons?
The fact is they don't, and comparing the amount of touchdowns is stupid because Westbrook gets the ball many more times and in completely different ways.
Westbrook has had only 2 1,000 yard rushing seasons, where as 4 1,000 yard receiving seasons.

Steve Smith has lost 30% of his fumbles, Westbrook has lost 80% of his fumbles. Thus Westbrook turns the ball over more.

No, you're ignorant cause you don't watch him play. If you watched him play then you would know he is good. All you look as is the stats, which don't tell you the entire story to how good a player is.
And before you say so, I do and have watched Westbrook play.
Professional player analysts(the coaches and other players) will tell you.
Steve Smith has been to the pro bowl 3 times, and been an all pro twice. Both are more than Westbrook.
Also Steve Smith has had 4 good seasons, and 1 historically amazing season. Where as Westbrook has only had 2 good seasons.
