The IWHBYD skull is actually located on The Covenant after the Thunderstorm skull, before the third tower.

It is located somewhere in the Citadel.

The skull that does nothing is believed to be a duped blind skull... but I believe THAT is the IWHBYD Skull, and Bungie made it look LIKE a duped Blind skull to throw us off.

I believe you must do something special to make that skull's effect activate.

Only that probably wont work if it has to be triggered.

I might go through and cam it too... considering I got a major glitch yesterday and got to explore the entire Covenant level by glitching out of it somehow.
