the speculation is it's also an activated skull meaning you have to activate something, or something has to be activated like the other skulls to obtain it.

Maybe you have to have every single other skull activated and then make it to the end of the covenant level and it will be there

in halo 2 there is the same type of skull, but in halo2 you have to "spawn" the skull. Im assuming its the same with the halo3 skull.

and Someone did the hacker/decoder thing on one of the maps and found that it is located inside 'The Covenant'. Not sure how true any of that is but.... thats what Ive been told by my Co-Op Buddy.
