You can't really fight it though. It will always be around, and there will always be people that will do it.
There is much bigger problems in the world then to try to stop IP Flooders because they ruined your game.
Really, the best thing you can do. Is protect yourself and ignore it. Creating threads like this, and giving them the reward of "Yes, I've managed to piss him / her off" ..etc is what they feed off of. The majority of the flooders do it for a rank, or to look cool. If you ignore it, it won't go away, but it will definitely get better.

I would suggest the opposite. Microsoft isn't going to do anything. They don't care who is flooding you, or why. If it directly affects the profits of the company, or it's services, then they will act. If it doesn't, good luck trying to do anything about it.
If you call them trying to get their information, it will be a waste of your and the Microsoft Customer Relation Operator's time. 90% of the IP flooders know what their doing, and all your going to do is end up tracing some ghosted IP to a random ISP in a foreign country like Taiwan or something. Calling Microsoft will do nothing.

That's really just a personal security problem. Anybody who doesn't have the knowledge to protect themselves properly online are open to the public. Not that I agree with it, but you wouldn't leave a "Free Money & Crack Inside" sign outside your house, so don't do it for your computer.
