You can make it better a couple of ways, but you already did some of them. You can change your compression, use x264.You could also sharpen, brighten, and use saturation in vegas to get better quality.

What capture card are you using?
Im using a Dazzle 150, the first clip was straight out of the box. I didn't use saturation. And i have no idea what x264 is.
